LG-Enterprise Helps Clark County Automate Licensing

Customer Profile and Business Problem

Clark County, Nevada, containing metropolitan Las Vegas, has a population of 1.3 million, and is one of the fastest growing counties in the US. The Department of Business Licensing in Clark County collects more than $300 million in business license revenue each year, and handles more than 5000 monthly licensing inquiries and requests, for more than 200 customers each day. These requests result in the issuance of thousands of new licenses each month requiring the coordination of over 5000 license approval and inspection requests with nine other county departments (Zoning, Building, Fire, Health, Police, etc.). More than 40,000 active licenses generate more than 50,000 renewal requests each year.

The CAVU system accommodates the complex and special needs for regulation of liquor, gaming, adult and other businesses in Clark County, including all of the background checking on license applicants, and the work card approval and appeals process and their required background checks for employees in the Las Vegas gaming industry.

In the Year 2000, the department realized it was in need of change. They were currently running five different software systems supporting the activities of the major divisions within the Department of Business Licensing. Several of these systems were running on an expensive IBM mainframe and left many opportunities for cost savings unfulfilled. Clark County knew it was time for new ideas to help resolve their problems. Fortunately, Business Licensing was being lead by Ardel Jorgensen, an influential visionary who views information technology as a way to reduce costs. Ardel had a vision of totally automating the licensing experience for the customer, either in person or from the Internet. Ardel also wanted a single enterprise-wide system where data is shared by all departments and promoted the concept of pushing work that needs to be done to the appropriate person or workgroup for processing.
