CRM Base System

The Customer Relationship Manager (CRM) Module is the heart of the eLicense system, and integrates all licensing and enforcement activities and data in a single system. Simple point-and-click operations allow you to access all information about a contact within the system—whether the person is filing a complaint, applying for a license, renewing a permit, generating a disciplinary action, or paying a fee. With this user-friendly system, you can improve the tracking capability of all individuals and businesses while increasing your staff’s efficiency. CAVU’s CRM Module includes:

  • A robust contact manager that links organizations and individuals using a single entry in the database. All activities of the contact are linked together, allowing a consolidated view of the contact’s activity, problems, and relationships with other entities. The contact manager supports complex multi-level ownership, key individuals, and business-to-business relationships.
  • Links to GIS and national mailing databases to insure address validity, and to enable tax districts, inspections, and other operations based upon address.
  • The ability to show all individuals, businesses, and licenses by unique address, building, complex, or complex groups for license auditing, investigation, and fraud prevention purposes.
  • Warning flags to alert the operator of troublesome and sanctioned accounts.

Administration Module

The Administration Module provides the ability to set and maintain user access rights and system security; maintain information on license types, associated fees, and other data; and other miscellaneous system-level functionality. This module also includes the ability to create user-definable board-specific and credential-specific fields, and the ability to add and modify table values throughout system.

Licensing Module

CAVU’s eLicense Licensing Module is the most advanced licensing system available today. The system was developed from the start with the latest technology to offer a number of important capabilities not possible with older technology. Our techniques allow unprecedented two-way communication with all users, including other state agencies, and commercial vendors, such as banks, and your customers—the public. Best of all, you can offer these expanded services, while lowering your total cost of ownership.

The system also provides multilevel security, user privilege determination, data validation and alerts, online document printing, report printing, online help, and functionality that connects and integrates all of the modules together. Operator training is minimal due to simple point-and-click operation, online operator prompting, and simplified processing. The system adapts easily to your changing needs with table-driven boxes, user-definable fields, and the ability to add reports, query and form letters at will. Take advantage of these eLicense benefits:

  • Flexibility—eLicense easily accommodates new technology, and system features may be added quickly without major expense.
  • Low cost—eLicense offers the lowest total cost of ownership (TCO) of any licensing system available today.
  • Ease of use—eLicense is simple to use and requires minimal user training.
  • Secure operation—eLicense is highly secure and allows the incorporation of new security features when they become available.

Workflow Module

The eLicense Workflow Module can dramatically improve the efficiency of the license workflow process. The Workflow Module consists of 3 components: workflow for license application processing; work orders for miscellaneous work requests; and a work queue for the processing of new license applications, visitors, and other items received by the organization for processing. The work queue keeps the licensing process flowing without any assistance. It assigns the task to be performed in the license workflow process to the appropriate operator, and when that task is completed it advances the license to the next phase in the process. The system will only show workflow items appropriate for the individual using the system and their department or organization.

The Workflow Module can automatically distribute license qualification requirements to other departments and external organizations that may be responsible for approving various license qualifications.

Revenue Module

The eLicense Revenue Module helps increase accuracy and efficiency in the payment section of the automation process. The system records all the information used to facilitate the performance of complex audits. Once a payment is received for an account, the payment can easily be recorded into the system, where any necessary penalties can be added to an account or payment. The Revenue Module tracks all payments through the use of batches that must be opened and closed each day. The details and history of payments to an account can be displayed, along with an audit trail to help clarify any corrections that need to be made.

The Revenue Module supports deposit accounting; revenue tracking from the licensing module; bad checks processing; refund and reimbursement processing; and tracking of fines and penalties. The Revenue Module can also maintain a list of receipts from unknown sources. The system provides revenue reports and documents, including deposit tickets, deposit listings, monthly deposit summaries, bad checks listings, reimbursement listings, fines and penalties listings, and unknown receipt listings. A key feature of the CAVU eLicense system is the ability to integrate with leading accounting systems, including Solomon, Great Plains, and Peachtree Accounting.

Optional features for the Revenue Module include importing lockbox information from banking provider; scanned input; eCommerce online renewals; OCR conversion; and barcode data, along with wire transfers and credit card processing. All financial transactions entered into the system are grouped together by business day, which allows the Revenue Module to:

  • Keep an accurate history of payments made to an account by date.
  • Determine if renewal payments are delinquent, and automatically generate penalty fees.
  • Produce reports regarding daily activity.
  • Produce daily financial status for the comptroller’s office.

Auditing Module

The eLicense Auditing Module was designed as a cost and labor savings solution, but its major benefit is in providing you with opportunities for revenue enhancement. The system divides the auditing process into 3 key steps: building an audit list, managing the auditors, and executing the audit. The audit list can pull out the sub-businesses or outparcels of a resort or mall to save valuable time when performing audits in a central location. The system will build a detailed audit list based on any search result, such as "all businesses holding a liquor license with a $10,000 payment differential from the previous year." This search capability gives your auditors a faster, more accurate audit list.

After the audit list is generated, it needs to be distributed to the appropriate auditors. The system keeps track of all the auditors’ hours—making it much easier to distribute the audit list to the appropriate auditors. The audit is then ready to be executed, and the Auditing Module automates the production, maintenance, and upkeep of the electronic documents produced to perform complex audits of resort hotels and other businesses.

Complaint, Investigation, and Case Management Module

The eLicense Case Management Module has been designed to provide the maximum amount of automation available for your enforcement activities—from complaint to data collection to enforcement—through a series of user-definable tracks. The enforcement process can support routing an issue through any number of departments or staff members.

The Case Management Module is used for tracking, recording, analyzing, and investigating complaints filed with the agency. The system comes complete with work queues for assigning complaints to investigators, along with a tickler system that generates the appropriate form letters used to move complaints to resolution. Complaints may be linked together, allowing a single investigation to address and resolve multiple complaints.

Most case management systems don't provide enough information to allow your management to make important decisions, such as when to drop issues or cases that are not cost-effective to pursue. The CAVU eLicense Case Management Module tracks all aspects of enforcement efforts, including the case load and work efforts of enforcement personnel. The Case Management Module also gives your management the information needed to accurately measure the performance of their employees. As a result, your agency can maximize enforcement results for a given budget.

Reports Module

The eLicense Reports Module offers the detailed reports and queries that are needed for the everyday functioning of a government agency with the demands for information and statistical reporting. In addition to the standard reports and queries that are included with the system, administrators have the ability to add new reports to the system at any time, which can be accessed by agency staff. Report types include license and renewal reports, enforcement reports, revenue reports, query reports, and roster reports.

Librarian Module

The Public Librarian module allows you to track the location and utilization of file folders and show a history of all use of a folder. Documents must be checked into and out of the online "library" to track which individual is using the image or document. This capability helps eliminate the frustration of not knowing the whereabouts of a document related to a particular contact, or who is using it.

Continuing Education Module

eLicense provides for continuing education tracking, by keeping a list of sponsors and approved courses for each sponsor. The system provides the ability to create, view, search, list, and maintain sponsors, courses, and classes given. CAVU’s Continuing Education Import/Export is an optional feature that allows you to have a sponsor submit an attendance roster from all continuing education courses with attendees’ names and Social Security numbers (SSNs). The attendance roster is transferred into the system by SSN. The system will then produce an attendance roster for verification and final correction and upon acceptance, will post the continuing education credit to the contact records.

Exams Module

For each contact record, eLicense provides the ability to retain information on any exams that are required or have been taken, whether locally administered or administered by outside testing services. From the exam screen, you can grade an exam, move an exam to another date, print an approval, view results, or add exam questions. Exam reports are also included with print queues for approval letters, as well as results letters and rosters.

CAVU’s Exam Import/Export is an optional feature that allows you to import results from an outside testing service, such as Experior, PSI, or Sylvan. The import file is uploaded to the system for review and then imported to each license to record exam results, dates, grades, and so on. The export function allows you to export a roster file listing all candidates qualified to sit for an exam; that file can then be sent to the testing service.

Online License Applications, Checklists, and Maintenance Internet Modules

Reduce calls by offering the Internet self-help modules that allow the public to find and print all requirements for licensure; apply and renew online; see the status of their "checklist" requirements during the licensure process; and maintain license data such as the licensee's address. One eLicense customer that recently went into production had over 1500 applications submitted online during the first two days of operation!

Online Renewals Module

Offer your licensees the ability to renew via the Internet on a secure site. Our customers have seen a 60% participation in the first year and have reduced their license renewal turnaround time from weeks to one day! Here's a typical comment from a licensee: "Very easy site to navigate, quite user-friendly. I was very impressed. Bravo to those who designed it."

Online License Verification Module

Give citizens the ability to check and see if their contractor is licensed or find a new doctor in their area!

eLicense Exchange Extranet Site Module

Many agencies find it difficult to efficiently share information between departments, when some of those departments lack automated systems. An eLicense Exchange Extranet Site can economically leverage your current investment in the eLicense system, and allow departments such as Zoning, Building, Fire, Health, and Police to share data quickly and easily, while coordinating their workflow. Common features already developed that could be utilized by other departments:

  • Financial model (revenue and collections).
  • Account auditing (scheduled and unplanned reviews).
  • Case management (complaint, investigation, and legal).
  • Licensing/permitting, with online activities.
  • Workflow processing.
  • Work orders.
  • Integration with GIS data.
  • Address-centric database for locating all business and individuals at an address, parcel, or complex.
  • Document imaging linked to database entries.

CAVU's eLicense modules offer the flexibility and functionality required to meet the unique needs of State boards and multi-board agencies.
