| CAVU Corporation's LG‑Enterprise
software solutions for business licensing and property tax are highly modular, providing the flexibility needed to customize the system
architecture to individual client needs. This approach ensures each client gets all the system functionality they need.
LG‑Enterprise is a tool for building user specific credentials. Credentials are varied, and include
business licenses, property tax bills, service fees, facility rentals, ambulance service billing, or any other type of regulatory
transaction that has a defined business process, business rules for processing, and associated fees. Click the module name
below for more detail. CRM Base System
The Customer Relationship Manager (CRM) Module is the heart of the
LG-Enterprise system, and integrates all credentialing and
enforcement activities and data for business licensing and
property tax in a single system. Simple
point-and-click operations allow you to access all information
about a contact within the system-whether the person is filing a
complaint, applying for a license, renewing a permit, generating a
disciplinary action, or paying a tax bill. With this user-friendly
system, you can improve the tracking capability of all individuals
and businesses while increasing your staff's efficiency. CAVUs CRM Module includes:
- A robust contact manager that links organizations and
individuals using a single entry in the database. All activities
of the contact are linked together, allowing a consolidated view
of the contact's activity, problems, and relationships with
other entities. The contact manager supports complex multi-level
ownership, key individuals, and business-to-business
relationships.
- Links to GIS and national mailing databases to insure address
validity, and to enable property tax districts, inspections, and other
operations based upon address.
- The ability to show all individuals, businesses, and licenses
by unique address, building, complex, or complex groups for
license auditing, investigation, and fraud prevention purposes.
- Warning flags to alert the operator of troublesome and sanctioned accounts.

Licensing Module
CAVU's LG-Enterprise Licensing Module is the most advanced
browser-based licensing system for business licensing and property
tax available today. The system was developed from the
start with the latest technology to offer a number of important
capabilities not possible with older technology. Our techniques
allow unprecedented two-way communication with all users, including
other government agencies, and commercial vendors, such as banks, and
your customersthe public. Best of all, you can offer these
expanded services, while lowering your total cost of ownership.
The system also provides multilevel security, user privilege determination, data
validation and alerts, online document printing, report printing, online help, and
functionality that connects and integrates all of the modules together. Operator training
is minimal due to simple point-and-click operation, online operator prompting, and
simplified processing. The system adapts easily to your changing needs with table-driven
boxes, user-definable fields, and the ability to add reports, query and form letters at
will. Take advantage of these LG-Enterprise benefits:
- FlexibilityLG-Enterprise easily accommodates new technology, and system features
may be added quickly without major expense.
- Low costLG-Enterprise offers the lowest total cost of ownership (TCO) of any
licensing system available today.
- Ease of useLG-Enterprise is simple to use and requires minimal user training.
- Secure operationLG-Enterprise is highly secure and allows the incorporation of new
security features when they become available.

Workflow Module
The LG-Enterprise Workflow Module can dramatically improve the
efficiency of the credential workflow process. The Workflow Module
consists of 3 components: workflow for credential application
processing; work orders for miscellaneous work requests; and a
work queue for the processing of new applications, visitors, and
other items received by the organization for processing. The work
queue keeps the credentialing process flowing without any
assistance. It assigns the task to be performed in the credential
workflow process to the appropriate operator, and when that task
is completed it advances the credential to the next phase in the
process. The system shows only workflow items appropriate for the
individual using the system and their department or organization.

Revenue Module
The LG-Enterprise Revenue Module integrates credential fees due with
the collection system, and records all of the information required
by the Audit Module. Revenue is recorded for permits, licenses,
miscellaneous bills and invoices, and property tax bills. Once a payment is
received for an account, it is easily recorded into the system,
where any necessary penalties or late fees are added. The Revenue
Module tracks all payments through the use of payment application
batches. The details and history of payments to an account can be
displayed, along with an audit trail to help clarify any corrections
that need to be made.
Since Revenue and Collections are a single integrated system,
delinquent payments are automatically assigned to collection
queues, and received payments are automatically removed from
collection activity. And since the system that generates the
source document (business license, property tax bill, etc.) is integrated
with the Revenue Module, late payments, fees for re-inspections,
or other miscellaneous line items can automatically be added in
real-time to the source document and seen in Revenue immediately
as a receivable.
The Revenue Module supports deposit accounting; revenue
tracking from the business licensing and property tax billing modules;
bad check processing; refund and reimbursement processing; and
tracking of fines and penalties. The Revenue Module also maintains
a list of receipts from unknown sources. The system provides
revenue reports and documents, including deposit tickets, deposit
listings, monthly deposit summaries, bad checks listings,
reimbursement listings, fines and penalties listings, and unknown
receipt listings. A key feature of the CAVU LG-Enterprise system
is the ability to integrate with leading General Accounting
systems, such as Solomon, Great Plains, Peachtree Accounting, or
others.
Optional features for the Revenue Module include importing
lockbox information from banking providers; scanned input;
eCommerce online payments; OCR conversion; and barcode data, along
with wire transfers and credit card processing. All financial
transactions entered into the system are grouped together by
business day, which allows the Revenue Module to:
- Keep an accurate history of payments made to an account by
date.
- Determine if renewal payments are delinquent, and
automatically generate penalty fees.
- Produce reports regarding daily activity.
- Produce daily financial status for the comptroller's
office.

Collections Module
The LG-Enterprise Collections Module allows your organization to
easily track and collect the money it is owed. The collections
process is automated by the system for the first 60 days on unpaid
revenue. The system automatically creates and distributes letters to
a contact with an outstanding balance, and after 60 days, the system
assigns the issue to a collector. Using simple point-and-click
operations, the collector sends the appropriate collection letter to
the print queue, where the letters are printed and sent to the
contact.
The Collections Module can be customized to your specific
settings. The standard default puts unpaid items into delinquency
if not paid by the 15th day. At 30 days the system automatically
sends a delinquent notice letter. At 60 days, the system sends a
demand letter and places the item in the Active List queue and
assigns it to a collector.
Because the Revenue and Collections modules are integrated,
payments received during the collection process are automatically
removed from a Collector's task list immediately upon the
payment being applied.

Complaint, Investigation, and Case
Management Module
The LG-Enterprise Case Management Module has been designed to provide the maximum amount of
automation available for your enforcement activitiesfrom complaint to data
collection to enforcementthrough a series of user-definable tracks. The enforcement
process can support routing an issue through any number of departments or staff members.
The Case Management Module is used for tracking, recording, analyzing, and investigating
complaints filed with the agency. The system is complete with work queues for
assigning complaints to investigators, along with a tickler system that generates the
appropriate form letters used to move complaints to resolution. Complaints may be linked
together, allowing a single investigation to address and resolve multiple complaints.
Most case management systems don't provide enough information to allow your management to
make important decisions, such as when to drop issues or cases that are not cost-effective
to pursue. The CAVU LG-Enterprise Case Management Module tracks all aspects of enforcement
efforts, including the case load and work efforts of enforcement personnel. The
Case Management Module also gives your management the information needed to accurately measure
the performance of their employees. As a result, your agency can maximize enforcement
results for a given budget.

Reports Module
The LG-Enterprise Reports Module offers the detailed reports and queries that are needed
for the everyday functioning of a government agency with the demands for information and
statistical reporting. In addition to the standard reports and queries that are included
with the system, administrators have the ability to add new reports to the system at any
time, which can be accessed by agency staff. Report types include license and renewal
reports, enforcement reports, revenue reports, query reports, and roster reports.

Property Tax
The LG-Enterprise Property Tax Module is used for creating, viewing,
maintaining, searching, listing, and reviewing property tax bills. As in
other modules, the property tax bill in the CAVU system is a credential
type. Many different credentials (tax types) all exist in the
system simultaneously, each type having its own set of
user-defined fields and business processing rules. The Property
Tax Module is designed to handle both real property and personal
property and is designed to be integrated with the tax assessor's
system. Property tax bills are linked to individuals and/or businesses as
the "owner." The system accommodates an unlimited amount of
history, so prior years' property tax bills can be viewed along with the
current year.
Other types of personal property such as motor vehicles,
manufactured housing, business personal property, watercraft, or
others are accommodated easily. Electronic updates of property
from external sources such as DMV or other external revenue
departments are easily handled by CAVU's data transformation
routines.
The tax billing system provides highly flexible tax calculation
routines that can be built up by taxing authorities and tax
districts and their associated millage rates along with required
exemptions and deductions.
Naturally, the Property Tax Module is integrated with CAVU's powerful
finance system to provide all of the billing, collection and cash
distribution features needed to manage high-volume property tax billing and
collection operations. Once collected, property tax revenues are easily
distributed to the appropriate tax authorities based on tax
districts that can be maintained using GIS tools.

Tourist Tax Module
The Tourist Tax Module can be used for creating, viewing, maintaining, searching, listing, and regulating the revenue and fees for all resort and bed taxes from a person or party. The module regulates a specific percentage tax on the total rental amount collected from any person or other party who rents, leases, or lets for consideration living quarters or accommodations in hotels, motels, apartment motels, rooming houses, tourist or trailers camps, mobile homes or condominiums for a period of 6 months or less.
This module is also integrated with the powerful revenue system to provide all of the billing, collection and cash distribution features needed to manage high-volume tax billing and collection operations. Once collected, tax revenues are easily distributed to the appropriate tax authorities based on tax districts that can be maintained using GIS tools.
Auditing Module
The LG-Enterprise Auditing Module was designed as a cost and labor
savings solution, but its major benefit is in providing you with
opportunities for revenue enhancement. The system divides the
auditing process into 3 key steps: building an audit list, managing
the auditors, and executing the audit. The audit list can pull out
the sub-businesses or outparcels of a resort or mall to save
valuable time when performing audits in a central location. The
system will build a detailed audit list based on any search result,
such as "all businesses holding a liquor business license with a $10,000
payment differential from the previous year." This search
capability gives your auditors a faster, more accurate audit list.
After the audit list is generated, it needs to be distributed
to the appropriate auditors. The system keeps track of all the
auditors' hoursmaking it much easier to distribute the audit
list to the appropriate auditors. The audit is then ready to be
executed, and the Auditing Module automates the production,
maintenance, and upkeep of the electronic documents produced to
perform complex audits of resort hotels and other businesses.

Remote Inspections
CAVU has integrated the inspection solutions from MobileHWY.
The MobileHWY Mspector product provides the ability to give your
field inspectors access to all of the LG-Enterprise system
information in a handheld device from the field that can be either
connected (wireless) or unconnected (upload/download
synchronization).
MobileHWY interfaces with CAVU through a Web
services Application Programming Interface (API). This API allows
inspectors to retrieve their itineraries, look up inspection
history, and submit inspection results back to the CAVU system
wirelessly or in batch mode.
There are two MobileHWY applications that
interface through the CAVU API, MobileHWY's laptop inspector
application and its wireless phone application. Because of its
flexible design, users can mix and match their use of laptops
and/or cell phones based on the working conditions for each
individual. This mixed environment design is possible due to the
way that data is delivered to the application in the field. This
means users can start out with one technology and switch to another depending upon current needs and budget.
The following briefly describes the features of
the two applications:
MobileHWY Laptop
This is a Windows 32-bit application that is
designed specifically for laptops and wireless field personnel.
The application screens are configured through MobileHWY's
application framework, and are dynamically presented to the
inspector. This allows the department to provide a wide variety
of data from CAVU and collect various amounts of information
from the field personnel without code changes or new versions of
the software. All routine functions are accessible either
through a mouse or the laptop's keyboard to make navigation and
data entry easier. The screen elements and text can be scaled
and made bold for better viewing in direct sunlight and outdoor
environments. MobileHWY's communication layer optimizes the
stream of information to and from the CAVU record-keeping
system. This data optimization improves network performance and
reduces data rate expenses from your wireless carrier. The
MobileHWY laptop application can work in offline and online
modes. This allows field personnel to conduct inspections
outside of coverage areas, in dense building structures, and in
high interference environments. In online mode, users can choose
from wireless or LAN connectivity, which provides a wide range
of uses both inside and outside the office. Local printing is
standard for this application and works well with office and
field printers. It can print inspection tickets, receipts,
notices, and itineraries, using a wide range of graphics, form
layouts, and logos.
MobileHWY WAP (Cell Phone)
The MobileHWY WAP application offers the
ultimate in mobility and cost savings! By using a regular
Internet-enabled cell phone, field personnel can bring up their
itineraries, case histories, and perform inspections from the
screen and keypad of their phone. On some models, users can
attach keyboards or use an integrated QWERTY keyboard to enter
in narrative inspection results. Best of all, cell phones are
extremely inexpensive, and the data plans from many carriers are
cheaper than similar plans for laptops or PDA's. Since MobileHWY
uses the same CAVU API, the features and functionality in WAP
are just as flexible whether you choose laptop or WAP as your
solution. As a mobile data device, MobileHWY's WAP solution is
the most effective means for data delivery available today.

LG-Enterprise Exchange Extranet Site Module
Many agencies find it difficult to efficiently share information
between departments, when some of those departments lack automated
systems. An LG-Enterprise Exchange Extranet Site can economically
leverage your current investment in the LG-Enterprise system, and
allow departments such as Zoning, Building, Fire, Health, and Police
to share data quickly and easily, while coordinating their workflow.
Common features already developed that could be utilized by other
departments:
- Financial model (revenue and collections).
- Account auditing (scheduled and unplanned reviews).
- Case management (complaint, investigation, and legal).
- Licensing/permitting, with online activities.
- Workflow processing.
- Work orders.
- Integration with GIS data.
- Address-centric database for locating all business and individuals at an address,
parcel, or complex.
- Document imaging linked to database entries.
